I am working with an urban community who live on the tidal estuary of a river. Given the high water table and flooding could anyone suggest a design which would be appropriate in this situation?

I am working with an urban community who live on the tidal estuary of a river. Houses closely packed together and are built on stilts. Some of the houses stand permanently over water while the tide floods under the others. The community practices open defecation under their houses. Given the high water table and flooding traditional pit latrines or septic tanks are not appropriate could anyone suggest a design which would be appropriate in this situation.
