Antenna in Switzerland make a test kit that can test concentrated chlorine solutions in the range needed for ebola treatment centres. see https://www.antenna.ch/en/research/safe-water/wata-devices. My experience is that you can dilute as previously described but it's a bit hit and miss. Better than nothing if you are not sure of your HTH supplies.
