I can't put you in touch with any engineers, but for reconstruction, are you aware of Nepal National Building Code 203: 1994 Guidelines For Earthquake Resistant Building Construction: Low Strength Masonry (www.dudbc.gov.np/uploads/default/file...) and Earthquake Resistant Construction in Jammu & Kashmir (www.ndmindia.nic.in/EQProjects/kashmi...) ?
