Taps can be left on if there is no sense of ownerships, if children like to play and don't know why the tap should be closed or if they are broken. (Brass taps are not so strong) Tjhere are automatic shut off taps available some are to stiff for children to use easily, others have plastic comp[onents with springs that don't survive wear and tear. Drainage aroudn waterpoint/tap stands is important. Temprary facilities for displaced persons have more issues, probaby best to ask the users why the taps aren't turned off. Could be maintenance, knowledge transference to children, sense of ownership, many things yes its a realand common issue!
